The Environment Agency has confirmned in writing today that a Waste Handling License is required if you remove WEEE from a person's home, even if you intend to re-condition it for sale.

We don't think that this is very fair and could indeed hinder many small traders that rely on reworking and reconditioning appliances for use normally by societies more disadvantaged. Asides from which these businesses have often beentrading in this manner for many years.

Also confirmed is that you are not required to have a Waste Licence if you uplift an appliance for repair to return to the the customer's home. In the eyes of the DTI and EA the appliance does not become WEEE until the point at which it is considered to be "no longer required" by the end user.
